Our Mission

The small town of Enumclaw fell victim to Washington State’s LRA program in January 2023. When DOC moved Stevan Knapp into the Garden House on 188th Avenue SE. there was no notification process to inform neighbors, law enforcement, or the greater community. The only indication that this was happening was the presence of DOC and DSHS vehicles in the driveway as they completed their inspections and dropped off this Level 3 Sexually Violent Predator in his new state-funded home. In disbelief, these neighbors started reaching out to others in the community for more information only to discover that not only was this placement done with zero community involvement, but the process which DSHS and DOC used to start this LRA was less than honorable and fraught with unethical practices.

We at Save our Children Enumclaw intend to push back against these practices, remove the Garden House LRA from our community and change the laws that govern this process to prevent unsuspecting communities from falling victim to LRA placements in the future.

Sexually Violent Predators and Less Restrictive Alternatives

What is a Sexually Violent Predator? A "Sexually violent predator" means any person who has been convicted of or charged with a crime of sexual violence and who suffers from a mental abnormality or personality disorder which makes the person likely to engage in predatory acts of sexual violence if not confined in a secure facility.

"Sexually violent offense" means an act committed on, before, or after July 1, 1990, that is: (a) An act defined in Title 9A RCW as rape in the first degree, rape in the second degree by forcible compulsion, rape of a child in the first or second degree, statutory rape in the first or second degree, indecent liberties by forcible compulsion, indecent liberties against a child under age fourteen, incest against a child under age fourteen, or child molestation in the first or second degree; (b) a felony offense in effect at any time prior to July 1, 1990, that is comparable to a sexually violent offense as defined in (a) of this subsection, or any federal or outof-state conviction for a felony offense that under the laws of this state would be a sexually violent offense as defined in this subsection; (c) an act of murder in the first or second degree, assault in the first or second degree, assault of a child in the first or second degree, kidnapping in the first or second degree, burglary in the first degree, residential burglary, or unlawful imprisonment, which act, either at the time of sentencing for the offense or subsequently during civil commitment proceedings pursuant to this chapter, has been determined beyond a reasonable doubt to have been sexually motivated, as that term is defined in RCW 9.94A.030; or (d) an act as described in chapter 9A.28 RCW, that is an attempt, criminal solicitation, or criminal conspiracy to commit one of the felonies designated in (a), (b), or (c) of this subsection.

"Less restrictive alternative" means court-ordered treatment in a setting less restrictive than total confinement which satisfies the conditions set forth in RCW 71.09.092. A less restrictive alternative may not include placement in the community protection program as pursuant to RCW 71A.12.230.

Garden House LRA

The Garden House LRA is owned by Richard “Rick” Minnich of Minnich Polygraph and his wife Carolyn “Jill” Rockwell who purchased the home in May of 2022. They entered into a contract with DSHS in September of 2022 to rent the facility to Level 3 Sexually Violent Predators. Washington State Pays Garden house $7400 per month to house Stevan Knapp and is contracted to increase this amount to $11,900 per month with up to 5 additional SVPs due to move into the home.

Licensing Requirements: None. Current RCW does not require any licensing or training to operate an LRA.

Security: Ankle Monitor and Camera System.

Law Enforcement: Closest Sheriff’s Office is 26 minutes away.

Conflicts Of Interest: Richard “Rick” Minnich also owns Minnich Polygraph. One of the very companies Responsible for conducting the required polygraph tests necessary for an SVP’s release into an LRA.

 

Meet our SVP’s

Stevan Knapp has a long history of sexually deviant behavior and a criminal record that is far too disturbing for most people to stomach. Knapp's numerous convictions spanning over 5 decades include Arson, Vandalism, voyeurism, Exposure, Child molestation, Child Rape and Attempted kidnapping.

Although only convicted ## times, Knapp has admitted to at least 500 acts of Child Molestation and countless acts of exhibitionism. Deemed untreatable by Western State Hospital, this Level 3 Sexually Violent predator now lives in a Single-family home classified as a facility, with dozens of children living within a half mile radius, a school bus stop across the street, and an elementary school just 2 miles away.
